Case Processing Protocol

 

Each arresting agency in Ogle County was provided with a standard Juvenile Contact Form that should be completed with every Juvenile Contact in Ogle County. The form is a triplicate form where the pink copy is given to the juvenile, the yellow copy is kept by the arresting agency and white copy is faxed to the probation department along with the police report 815-732-1281.

 

Each arresting agency is being encouraged to send reports over on a daily or weekly basis. The following contacts have been identified. Deb Bihlman is to contact each agency if she has not received any reports in a two week period; if she notices that the police contact date is over 3 weeks ago; or if juvenile contact sheets are not attached on regular basis.

Excel Spread Sheet

 

The Juvenile Secretary enters the reports in an excel spread sheet as they come in. She records the date of initial contact, the date the report is received, the referring agency, if a contact sheet was attached, the offense, who the case was assigned to and the date it was assigned.

 

As The Juvenile Secretary enters each police reports she will be checking to see if the juvenile has a current probation officer, a current case pending in court, or previous contact with police or programming.  A master book will be kept on all cases processed incase a report is misplaced or additional copies are requested.

 

Assignment Criteria

 

State’s Attorney Office should immediately receive all police reports that involve: a juvenile with pending court cases, Consumption of Alcohol, Possession of a Controlled Substance, Possession of Weapons, Possession of Drug Paraphernalia, Criminal Damage to Property and Aggravated Battery. SA and probation will receive a copy of report. States Attorney may decide to divert cases on an individual basis after reviewing police reports.

 

Probation Officers - All police reports that involve a juvenile that is being monitored by the probation department will be copied and given to the assigned probation officer for follow up. Original police report will be placed in the Master book in the order in which they were received.

 

LSSI - All runaway and lockout referrals will be placed in the master book in the order in which they were received. Deb will scan all MRAI reports and email to Kari Schmidt at LSSI. After 2 police contacts LSSI and Sherri will begin to initiate a staffing at the probation office with Frank Mallory in an effort to deter further police contact and encourage any needed services with LSSI. LSSI will attend the case processing meeting that occurs on the 4th Tuesday of every month to provide updates on pending cases.

 

Social History– All Police reports that involve Theft, Battery, Domestic Problems, Self Harming Attempts, or ANY CASE where victim is PARENT will be sent for a social investigation and no petition will be filed until team can meet and hear report.  A report will be provided on these cases every two weeks. The Team will then decide how to best proceed with the case. A social history will also be completed on all SA cases that are going to be filed and will only be provided to Public Defenders Office.

 

Diversion - All police reports that involve Juvenile Problem, Disorderly Conduct, Mischievous Conduct, or Trespassing will be evaluated to determine if diversion is appropriate. BARJ Coordinator will discuss cases with States Attorney’s Office or social investigation cases that she feels are inappropriate for diversion. In addition coordinator will report back to Juvenile Secretary about how each case has been assigned; Outreach, Stepping Up, VOC, CIP.

 

Case Processing Team

 

The Case Processing Team will consist of a representative from the State’s Attorney Office, the Probation Department, the Juvenile Justice Council, a social history investigator, and the Diversion Coordinator. They will meet from 12-1 on the 2nd and 4th Tuesday of every month.  Statistic’s will be kept to monitor the flow of cases thru the juvenile system and will be reviewed quarterly to assure cases are being processed in a timely manner.
