Under the direction of the Ogle County Juvenile Justice Council, the Ogle County Continuum of Care Action Program (CCAP) was formed Tuesday following the signing of an intergovernmental agreement between various groups and agencies. CCAP is comprised of local law enforcement agencies, the Ogle County State’s Attorney’s office, Ogle County Juvenile Court Services/Probation, Sinnissippi Mental Health Center, Lutheran Social Services, Inc., the Department of Children and Family Services and local schools. It enables the juvenile justice system to enhance and coordinate rehabilitative efforts for high risk youth. By signing this agreement the groups involved concur that a coordinated approach will lead to better informed decisions for Ogle County youth. At Risk Juveniles will be identified for the Continuum of Care Action Program if they meet a 2 or more of the high risk criteria established by the committee.
Ogle County State’s Attorney Ben Roe, and chairman of the Ogle County Juvenile Justice Council, highlighted some of the responsibilities of each group involved with CCAP. Law Enforcement • Forward field interview contact information and/or other information which will assist in the supervision of CCAP cases to juvenile probation; • After receiving a list of CCAP identified juveniles, if an officer is available, conduct a home visit on any CCAP juvenile in their jurisdiction ( that are not on probation and not being followed by the Regional Office of Education) that are considered to have an unexcused school absence for that day. State’s Attorney’s Office • The State’s Attorney’s office will attempt to expedite CCAP cases through the juvenile justice system; • All petitions will be handled vertically (the same prosecutor assigned to the case all the way through the system) where possible. Juvenile Court Services/Probation • Act as a central depository and custodial for CCAP informational documents; • Develop CCAP roster in conjunction with CCAP Committee and provide CCAP rosters and information to authorized agencies on a monthly basis; • Provide local police and school units with monthly CCAP roster. Schools • Track all CCAP youth daily and report any unexcused absences, suspensions, expulsions, etc., to probation department daily; • Report unexcused absences and conduct violations to the juvenile probation officer and/or local law enforcement. Mental Health Center • Share social history and/or diagnostic information with CCAP agencies, as appropriate, and as allowed by law; • Provide individual, family and/or group therapy to youth and their families requiring mental health and/or substance abuse services; • Provide crisis intervention services 24 hours, 7 days a week for youth in need of evaluation for hospitalization. Department of Children and Family Services • Identify CCAP cases who are receiving services from the department; • Participate in multidisciplinary meetings as requested to plan for community services to individual CCAP cases. In addition the CCAP committee is looking into alternative programming for youth in our community. One program that is currently being developed is an alternative to out of school suspension, where youth would be offered an alternative to serve out a reduced suspension at the Reporting Center (an alternative to juvenile detention that provides a structured environment while enhancing social and educational skills) At the reporting center the youth would be supervised, able to get help with the school assignments, and receive credit for work completed. Details about the program like transportation of the youth are still being worked out. The CCAP Committee is hoping to have protocols and some programming in place by the start of second semester.
