What is the difference between a runaway and a lockout? A runaway is a minor who has left the home with consent from the parent/guardian. A lockout is a minor whose parent/guardian is refusing to allow the minor to return home. For more information about children who runaway contact:

Any minor between the ages of 11-17 who has left the home without the parents/guardians consent is considered to be a runaway. This can also include minors who left school without permission as well. For more information about children who runaway contact:

Who is considered to be a lockout? To be considered a lockout the parents/guardians must refuse to take the minor home or find an alternative arrangement for the evening. In order to receive Crisis Intervention Services the Police/Sheriffs Department must have Limited Custody in order for a Crisis Intervention worker to respond.

Who do I contact if my child runs away? If a minor runs away then the parents/guardian are directed to call their local law enforcement agency. Crisis Intervention Workers can only respond once a minor is taken into Limited Custody which must be done by a law enforcement official. Crisis Intervention Workers only respond to Police Departments.

What happens if I decide to lock my child out? In order to pursue a lockout a parent/guardian must take their child to a local law enforcement agency. A parent cannot show up at the office and state that they “do not want their child anymore.” All calls must come from Law Enforcement. Please keep in mind that if a parent/guardian pursues a lockout then DCFS is contacted on the grounds of neglect.

Where can I get help for my child? Lutheran Social Services provides counseling to 11-17 year old through the Youth Services Program. This is a grant funded program; therefore there is no charge for the services. There are services available in Lee, Ogle, Carroll, and Whiteside Counties. Crisis Intervention Services are also provided in these four counties through the Youth Services Program.
